Green Card Lottery Applications are Down as State Department Online System Fails.
The Green Card Lottery has attracted less than half the usual number of applications this fiscal year falling from 13 million entries in 2002 to 5 million entries in 2003. This decline is due to the fact that applications could be filed only electronically (some people did not have access to a computer or digital photoscanner and lacked the knowledge to do it themselves). In the final days of the Lottery, State Department locked out applicants because their servers were overloaded. An estimated 900,000 applications were not accepted for this reason.
To avoid this problem with the next Green Card Lottery in October 2004, it is anticipated that the Department of State will need to implement new and more user-friendly procedural changes including upgrading their servers to be able to handle the traffic.
